Presidency at meetings

17.
(1) The Chairman shall preside at any meeting of the Board at which he is present. In the absence of the Chairman from any meeting of the Board, a member chosen by the majority of the members of the Board shall preside at such meetings.
(2) The Chairman or person presiding at any meeting of the Board shall, in addition to his own vote, have a casting vote,
