3. The general objects for which the Corporation is constituted are hereby declared to be -
| (a) to promote the protection, care, treatment, education and rehabilitation of mentally retarded, and physically and socially handicapped, children and adults by the establishment and maintenance of welfare institutes; |

| (b) to grant assistance to destitutes and to provide for their welfare; and |
|
| (c) to do all such other acts and things as are conducive or incidental to the attainment of the above objects, |
