Retrospective effect

9. The amendment made to section 5 of the principal enactment-

(a) by section 3(1) of this act, shall be deemed for all purpose to have come into force on November 6, 1997; and

(b) by section 3(2) of this act, shall be deemed for all purpose to have come into force on July 1, 1997; and
