| (1) The Deputy Secretary to the Treasury shall, from time to time after the commencement of each financial year, and having regard to the availability of finances, pay to the University such sums as may be practicable out of moneys provided by Parliament by way of annual appropriation, supplementary vote or otherwise for the performance of the functions of the University. |

| (2) All moneys paid to the University under the preceding sub-section shall be applied or expended by the University for all or any of the purposes authorized by this Act or any appropriate Instrument. |
