| 28. In this Act, unless the context otherwise requires- "Constitutional Council" means the Constitutional Council appointed under Chapter VIIA of the Constitution : "Minister" for the purposes of this Act, shall mean the Minister in charge of the subject of finance : "Welfare benefit payment" means a payment to which a person to whom this Act applies, is entitled to in terms of a welfare Benefit Scheme ; "Welfare Benefit Scheme" means a Scheme formulated under section 9 of the Act. |
