The Hashemite Kingdom of Jordan


Dear Deputy Prime Minister Halaiqah,


I have the honour to refer to the Agreement between the Government of the Hashemite Kingdom of Jordan and the Government of the Republic of Singapore on the Establishment of a Free Trade Area (hereafter, “the Agreement”)


In the course of negotiations of the Agreement, both Singapore and Jordan (hereafter, “the

Parties”) reached the following understanding: UNDERSTANDING

Nothing in this Agreement shall prevent a Party from taking action necessary to protect its critical communications infrastructure from deliberate attempts intended

to disable or degrade such infrastructure, provided that such action does not constitute a means of arbitrary or unjustifiable discrimination, or a disguised restriction on trade in goods and trade in services.


I have the honour to propose that this letter together with your reply shall constitute an understanding between the Parties from the date the Agreement enters into force, and that this understanding shall form an integral part of the Agreement.

Dear Minister Lim,


I have the honour to confirm receipt of your letter, which reads as follows:


“I have the honour to refer to the Agreement between the Hashemite Kingdom of

Jordan and the Republic of Singapore on the Establishment of a Free Trade Area

(hereafter, “the Agreement”)


In the course of negotiations of the Agreement, both Singapore and Jordan

(hereafter, “the Parties”) reached the following understanding: UNDERSTANDING

I have the honour to confirm that this understanding is shared by my Government and constitutes an integral part of this Agreement.
