AGREEMENT BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF UKRAINE CONCERNING MILITARY RELATIONS

THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF UKRAINE, hereinafter referred to as the Parties:

BASED on the principles of the United Nations Charter, such as the development of friendly relations among nations, sovereignty, respect for the principal of equal rights, inviolability of borders, encouraging respect for human rights and individual freedoms, territorial integrity, international cooperation and non-interference in internal affairs, refraining from the use of force or threat of the use of force both in bilateral and multilateral relations;

RECALLING the obligations they have assumed, in accordance with the Final Act of the Conference on Security and Cooperation in Europe, to promote mutual confidence through greater transparency in military matters;

INTENDING to develop bilateral contacts and enhance cooperation and mutual understanding;

HAVE AGREED as follows:

ARTICLE I

Each Party shall determine its Executive Authorities for the implementation of this Agreement. For Ukraine, the Executive Authority shall be the Ministry of Defence of Ukraine and Authorities determined by the Government of Ukraine. For Canada, the Executive Authority shall be the Department of National Defence. These Executive Authorities may conclude arrangements to implement this Agreement.

ARTICLE II

The Parties' Executive Authorities will jointly develop an annual Bilateral Military Relations Programme.

ARTICLE III

1. This Agreement is concluded for an unlimited term and shall come into force on the date of its last signature.

2. This Agreement may be denounced at any time by either Party. In such a case, this Agreement will terminate on six months' written notice to the other Party.

IN WITNESS WHEREOF, the undersigned, being duly authorized thereto by their respective Governments, have signed this Agreement.

DONE at Ottawa, this 24th day of October, 1994, in two copies in each of the English, French and Ukrainian languages, all texts being equally authentic.
